We have an exciting opportunity for an Investment Planner to join our team on a 12 month FTC.
Our business plan, which we have just submitted to Ofwat, will deliver £9 billion of essential investment in the East of England. It was created in consultation with our customers, and it balances ambition and affordability. It will create over 7,000 jobs and meet the unique challenges facing our fast-growing and climate-stressed region, helping the East of England to thrive and prosper.
This role will be vital within the team to develop integrated investment plans which comply with ofwat reporting requirements and aligns with customer opinion.
What you’ll be doing:
- Work with Asset Delivery Planning and Delivery Portfolio Management to develop optimal delivery plans to support the effective and efficient delivery of investments
- Own portfolio optimisation and scenario development within copperleaf for the business
- Support decision making in governance groups by proposing and testing relevant investment scenarios to inform both initial budget cascade and re-allocations between budgets
- Support the Business Streams to annually produce rolling 10 year totex investment plans for their area on an annual basis building on the Price Review
- Ensure business cases are well articulated to support the investment
- Develop optimal cash flows that deliver the plan within financial constraints
- Calculate and agree performance targets for customer outcomes
- Monitor the delivery of regulatory outcomes through the benefits realisation process (working with the Performance team), and monitoring the regulatory efficiency of outcomes delivered vs Ofwat expectations
- Manage and produce Management Board Reports, cleansing of data supplied by business streams quarterly to ensure strategic board reports are accurate
- Define the business constraints for the AMP with Regulation and Finance Colleagues.
- Develop investment options and scenarios based on future risk incorporating whole life value decisions
- Use cost benefit assessment and the optimisation process for the development of investment plan scenarios
- Develop and promote scenario modelling techniques to enable an understanding cost/service/risk trade offs
- Understand and articulate the level of risk involved in all strategic investment decisions showing what if scenarios over the long term
- Provide copperleaf system administration, ensuring the copperleaf platform is continuously supported and updated to improve functionality and user experience
- Assuring the application of the investment frameworks and processes in their area, including use of the company valuation framework, advising on corrective actions as necessary
- Carry out assurance audits of portfolios to ensure alignment of investments with the latest governance decisions and working closely with budget owners to optimise future investments in copperleaf to match the available budget, advising budget owners on performance consequences

What does it take to be successful?
- Full understanding of Ofwat regulatory approach
- First degree or equivalent is desirable
- Industry expertise in investment planning
- Industry expertise in risk management frameworks
- Industry expertise in Investment Optimisation techniques
- Understanding of econometric principles and regulatory requirements.
- Strong relationship management and communication skills
- Detailed consciousness, skilled numeracy
- Able to solve complex problems
