Job Description:
Supporting the transformation activity by leading the implementation and embedding of Category management, develop a portfolio procurement strategy.

Description
* Driving and embedding a category management approach to procurement and within Commercial & Procurement Services (CPS) through development of staff, skills and process, effective partnerships with other corporate teams and the repositioning of CPS with its Drive adoption of collaborative category management processes across Directorates.
* Providing strategic review and challenge to CPS team plans, category strategies, budgets and forecasts to ensure they maximise the delivery of service outcomes for CPS and its
* Developing, establishing and monitoring best practice in procurement across the organisation as a whole, ensuring that Procurement Forward Plans and Procurement Policies and Strategies are kept up to date and are disseminated across the
* Ensuring that procurement takes place in a timely way to ensure consistency of services
* Supporting the Commercial & Procurement Director in the development of the service, contributing to strategic review and challenge to resource plans, strategies, and budgets including income and savings
* Deploying a strategic approach to managing spend through category management that transcends directorates, removing discreet and siloed ways of working
* Promoting strong relationships between CPS and Directorates through improvement in levels of service which promote the use of CPS / best practice to eliminate risk and missed
Profile
* A thorough understanding of the statutory and regulatory framework which guides local government/ the public sector
* A thorough understanding of public procurement legislation, regulations and guidance
* Proven strategic leadership and consistent achievement as a senior leader within a procurement and commercial environment
* Experience of supporting on programmes of corporate and transformational change which had major impact on staff and processes
* Experience as a member of a senior leadership team with strong strategic financial management in a local authority or equivalent organisation with a high awareness of austerity measures and political sensitivities
Job Offer
* £550 - £600 per day (umbrella)
* 6 months contract
* Hybrid working: 1-2 days in Birmingham
