Operational Resilience Manager - first line experience

The Operational Resilience Manager will report directly to the Head of Service Delivery & Operations, working closely with the Senior Manager, IT & Operational Resilience. This role is pivotal in ensuring the implementation, delivery, and governance of core Operational Resilience requirements, with a strong focus on first line experience. The ideal candidate will have hands-on experience in putting controls in place rather than merely testing them, and a background across multiple organizations or comprehensive execution of PS21/3.
Key Responsibilities:
* Governance and Compliance: Ensure full compliance with local regulations covering operational resilience, particularly PS21/3 (UK Operational Resilience), across all relevant dimensions (technology, data, people, property, and third parties).
* First Line Governance: Implement an effective first line governance structure, conduct scenario testing and vulnerability assessments to promote continuous improvement and enhance business resilience.
* Direct Risk Management: Develop proficiency in direct risk management and monitoring within the first line of defense.
* Risk Monitoring and Assessment: Collaborate with technology and business teams to transform risk monitoring, visibility, and assessment, enabling early detection of failures or deviations that may increase business and operational risks.
* Control Frameworks: Understand and map business controls and metrics against relevant internal and external risk frameworks for regulatory, governance, and reporting purposes.
* Communication: Present complex and technical information clearly and concisely, tailored to the appropriate audience.
Key Responsibilities for PS21/3:
* Complete the PS21/3 annual attestation.
* Act as a key point of contact for Important Business Service activities.
Candidate Profile / Key Skills:
* Regulatory Knowledge: Applied knowledge of Operational Resilience regulatory requirements, especially PS21/3, DORA, etc.
* First Line Experience: Demonstrated first line of defense experience in operational resiliency, with hands-on implementation of controls.
* Third Party Risk: Working knowledge of Third Party Risk, Critical Third Party DP22/3 regulation, and related Operational Resiliency context.
* Stakeholder Management: Excellent skills in managing and communicating with stakeholders at all levels.
* Incident Management: Experience in participating and/or managing incidents and crises.
* Adaptability: Ability to thrive in a fast-paced, changing environment with a flexible work approach.
* Process Management: Competence in developing, managing, and maintaining a regular set of artefacts, processes, and procedures.
