Job Description:
Venesky-Brown’s client, a public sector organisation in Rugby, is currently looking to recruit a Finance and Commercial Waste Officer for an initial 3 month contract on a rate of £15.70 PAYE £20.41 Umbrella. This role will be Monday to Friday, 8am to 4pm.  

Responsibilities: 
- To assist the Waste Operations Team Leader in securing new and retaining existing contracts of the commercial waste services provided by the Organisation. 
- Work with Supervisors, Officers and operatives to ensure the efficient and effective planning of the commercial waste collection service; all operational aspects of the service are communicated and delivered. 
- To undertake direct sales and user retention activities to increase market share and provide financial growth for the service. 
- Maintain positive customer relationships through regular contact by phone with commercial waste customers and by providing information on commercial waste and recycling services. 
- To deliver excellent customer service through answering customer queries and liaising with operational colleagues to resolve day to day issues effectively and timeously.. 
- To review, develop and implement, new initiatives and service improvements relating to the Organisations commercial waste services.  
- Raising Purchase Orders for Work Service Unit. 
- Liaise with Revenues to raise external invoices for work completed. Raise internal Invoices. Manage the debtor’s procedure for all commercial waste customers including customer contact and liaison. 
- Responsible for the analysis and inputting of goods receipt notes and preparing invoices to stringent time scales. 
- Responsible for maintaining the Petty Cash requirement for all users within the WSU, including issuing and recouping, as necessary. Receive and reconcile cash received by the unit and take to Town Hall for Banking. 
- Responsible for data inputting refuse and recycling weights for haulage and recycling credits. Complete monthly and quarterly claims for haulage and recycling credits and deal directly with external partners (WCC) in this regard. 
- Maintaining a financial record of Training requirements for the Waste & Transport Service. 
- Maintaining a financial record of issued Personal Protective Clothing to Officers, operatives, agency workers and contractors 
- Maintaining the fleet list including due dates for vehicle licence and MOT renewals in the absence of the Transport Team Leader. 
- Process fuel usage and financial apportionment on a monthly basis to internal and external service users. 
- Read utility meters on a monthly basis and process information. 
- Responsible for administering Developer Contributions for Domestic Bins and ensuring orders raised to keep stocks at a reasonable level at all times. 
- Process any necessary journals for coding corrections or fuel allocations, PPE etc. and provide ad hoc budget assistance for WSU officers. 
- Responsible for maintaining all information for the commercial waste customer portfolio and ensuring collection sheets are up to date and communicated at all times. 
- Responsible for managing the Organisation’s statutory administrative requirements under the Duty of Care legislation, relating to the collection of non-domestic waste. 
- Provide quotes for new and existing customers, as per standard pricing lists. 
- Responsible for dealing with ad hoc queries from customers on collection and contract issues 
- Responsible for maintaining and reporting all service data and performance information to internal users. 
- Liaison with other Waste Collectors that the Organisation serve as sub-contractors to (i.e. RBC carry out services on their behalf) and the financial responsibility for this aspect of the collection service. 
- Support in the efficient operational delivery of the Commercial Waste Collection Service. 
- Raising all paperwork to have bins delivered/collected and updating the operatives. 
- Placing Orders for new bins/refurbished bins, as necessary. 

Essential Skills: 
- Experience of working within the waste and recycling industry. 
- Experience of managing customer relationships and able to demonstrate excellent customer care skills 
- Ability to communicate effectively (both verbally and in writing) with a wide range of audiences.  
- Ability to use strong analytical skills and lateral thinking to develop creative service solutions. 
- Ability to work under pressure and concurrently on a wide range of issues to meet deadlines. 
- Ability to set personal priorities and objectives, planning to achieve deadlines to deliver key service priorities/responsibilities. 
- A commitment to work within our CAN DO values.  
- Competent in the use of a financial management system. 
- Passes in at least 4 GCSEs (or equivalent), at least at grades A-C, including Mathematics and English. 

Desirable Skills: 
- Ability to use information technology including all Microsoft packages; word, database, outlook and excel. 
- Knowledge of the application of a Organisation’s Financial Standing Orders, Contract Standing Orders and Financial Instructions. 
- Experience of managing suppliers and contractors. D  
- Experience of working in an office environment.
