Senior Finance Officer *Location: Hindlip
*Job Type: Part time - 30 hours per week - 6 month contract
*Salary: £56,500 pro rata
We are seeking a Finance Officer to join the Office of the Police and Crime Commissioner. This role is pivotal in providing coordination and delivery of operational finance activities, offering professional support and advice on financial management, planning, and value for money. The Finance Officer will also support the Treasurer in their statutory duties and responsibilities and may deputise in their absence.
Day-to-day of the role: *Provide operational financial support to the OPCC, contributing to the delivery of the Police and Crime Plan outcomes and objectives.
*Lead the preparation of the annual revenue budget for the OPCC, ensuring it aligns with the priorities and strategic direction.
*Offer support regarding resource availability from central government, setting of the precept, and collection fund position as part of the annual budget setting cycle.
*Collaborate closely with senior finance teams on the development of the force budget, ensuring it meets the PCC’s priorities.
*Lead on operational OPCC financial reporting, attend meetings with partners, and represent the PCC’s financial interests.
*Provide expert financial support and advice in the development and implementation of financial strategies and plans.
*Support governance arrangements to ensure sound financial management within the OPCC and the Force.
*Lead on risk management arrangements, maintaining the PCC’s risk management strategy and risk registers.
Required Skills & Qualifications: *Full CCAB qualification (CIPFA preferred).
*Minimum of 3 years post-qualification experience in a professional accounting environment, ideally within a large organisation.
*Experience or awareness of working in a political environment subject to public scrutiny.
*Proven track record in budget management and providing financial support at a senior level.
*Strong ability to interpret and extrapolate financial data and present complex information clearly.
*Excellent interpersonal, communication, negotiation, and influencing skills.
*Ability to work effectively under pressure and meet tight deadlines.
