Teqniq is searching for a Development Engineer to work in the public sector.
36 hours per week.
3-5 months contract.

Job Description:
Purpose of the job
New housing and industrial development will generally require the provision of new roads and sewers which normally will be offered to the Council, as the Highway Authority, to adopt under Sections 38/278 of the Highways Act 1980. Developments will invariably require works to existing highways and these need to be licensed and controlled using section 278 of the Highways Act. The main purpose of the post is to ensure the developer’s proposals meet the Council’s requirements and that the works are built in accordance with the agreed terms and specification, and that these works are to be adequately secured under the appropriate agreement.
Principal accountabilities
*To evaluate the developer’s proposals to ensure they meet with the Council’s technical specification and requirements for road and bridge works.
*To negotiate and agree with the developer and/or their agent details for the proposals that will provide an enhanced and sustainable environment, ensuring that where options are available those most consistent with council policies and adopted technical standards are selected.
*To instruct Bexley Legal Services in liaison with senior management as appropriate to prepare and complete the necessary legal agreements required to secure adoptions and works enabling the development to take place and to advise and agree negotiated variations to the standard clauses of the agreements, ensuring appropriate fees and bonds are secured.
*To brief and manage consultants assessing their recommendations where additional resources are required and used as part of the technical assessment and inspections.
*To liaise, coordinate and facilitate matters with third parties to maintain progress with the development related works. (i.e. Thames Water, other council departments, site personnel etc.).
*To ensure the development is implemented in accordance with the agreed terms and in a safe manner.
*To ensure all relevant traffic orders, licences, approvals, audits and health and safety plans are in place at the appropriate stage and to check the documentation as necessary.
*To keep under review and develop the structures, procedures and working methods for which the post holder is responsible to ensure an integrated, effective, and efficient approach to the delivery of services.
*To present timely and relevant advice and information to Members and to ensure that line management is briefed on major and sensitive issues.

Knowledge of highway engineering and materials
Knowledge of highway law
