The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development.

The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five international environmental conventions: the Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, and the UN Framework Convention on Climate Change (UNFCCC) and Minamata Convention on Mercury. GEF is also a designated financial mechanism of the UN Convention to Combat Desertification.

In the years since its establishment, the GEF has funded over 5,700 projects in 186 countries, and many thousands more through the GEF Small Grants Program, providing $24 billion in grants that leveraged $138 billion in co-financing. The GEF Secretariat, construed for administrative purposes as a Vice-Presidential Unit (VPU) within the World Bank, has approximately 80 professional and administrative, and client support staff.

Duties and Accountabilities
The Partnerships Analyst for Indigenous Peoples and local communities (IPLCs) will report to the Head of the Partnerships Division, and support the division with diverse tasks pertaining to building out the GEF partnership with Indigenous Peoples and local communities. The position is based in Washington, DC.

The Analyst will play a critical role as part of the Partnerships Division team. This role’s main purpose is to facilitate effective engagement with and support to (IPLCs) by the GEF family of funds and the GEF partnership. This role requires a proactive and organized individual capable of managing multiple tasks and liaising with various stakeholders.

Specific duties and accountabilities include but are not limited to:

Internal Advice
• Supporting GEF staff to improve practice, policy, and strategy to increase participation of IPLCs.
• Reviewing projects and programs of high relevance for IPLCs.
• Collecting and analyzing data related to IPLC participation in GEF projects.
• Creating opportunities to build the capacity of GEF staff on IPLC issues.

Stakeholder Coordination
• Serving as a primary point of contact for internal and external stakeholders on issues related to IPLCs.
• Organizing opportunities for external stakeholders to learn about the GEF.
• Communicating GEF policies and practices to external stakeholders.
• Supporting the Inclusive Conservation Initiative teams in project development and implementation.

Supporting IPAG
• Coordinating regular virtual and in-person meetings of the GEF’s Indigenous Peoples’ Advisory Group (IPAG), including preparing relevant documents.
• Facilitating the participation of IPAG members in GEF activities where relevant.
• Communicating with IPAG on relevant GEF topics.
• With the direction of IPAG, developing requested papers and other materials.

Communications and Knowledge Management
• Identifying, developing, and producing communications materials on GEF projects and activities including publications and social media in coordination with Communications specialists.
• Supporting the organization of relevant events.
• Promoting knowledge sharing among GEF agencies and partners.
• Reviewing and editing materials to ensure accuracy and inclusive language and imagery.

Other tasks could be added depending on skills and need.

Selection Criteria

• A Master’s degree in environmental studies, anthropology, or other relevant discipline required;
• A minimum of three years of professional experience in fields such as environment, Indigenous Peoples and local communities (IPLC), international development, or other relevant area.
• Familiarity with GEF’s strategic priorities and operations.
• Intercultural experience and sensitivity, in particular with IPLCs.
• Strong written and verbal communication skills, including the ability to write in a logical and comprehensive, yet concise manner.
• Good project management skills with proven ability to support execution of projects against often-short timelines.
• Advanced user-level proficiency of PowerPoint, Excel, and Word.
• Strong clients focus and excellent interpersonal and teamwork skills, with a positive and collaborative attitude and proven capacity to build and manage effective relationships.
• Strong command of English (written and verbal); additional relevant language skills highly desirable.
