Teqniq is searching for a FRA Contract Manager to work in the public sector.
36 hours per week.

Job Description:
1. Responsible for the overall planning and management of all FRA remedial works and fire safety planned & cyclical works programmes. This will include the installation of all passive and active fire protection equipment such as domestic & communal fire door sets, fire stopping and compartmentation, sprinkler, fire alarm, AOV, signage, cyclical decorations from inception to final accounts in line with all Council and statutory requirements e.g. Financial Standing Orders, Contact Regulations, EU Procurement, Health and Safety. 2. Management of all non-work related FRA remedial items (i.e. policy issues, communal area items, resident communications etc.) 3. Management of FRA remedial database to ensure that data is accurate recorded and stored at all times, and to organise, package and schedule the delivery of works efficiently within timescales specified in FRA. 4. Management of fire safety framework contractors to ensure that works are monitored and managed correctly whilst in progress. This will require regular meetings, KPIs and site presence by the team. 5. Produce detailed reports for senior management on the progress of FRA remedial works to demonstrate that all works comply with timescales set within the FRA. 6. Provide advice on fire safety regulation and guidance on how best for the Council to comply. Contribute to the specification and selection of correct material to uphold or improve fire safety within our housing stock. 7. Work collaboratively with the Contracts Manager to continually improve and evolve the management of fire safety across all parts of the organisation. 8. Manage financial budgets for all areas of work covered to ensure works are delivered within budget parameters whilst achieving value for money. 9. Ensure all recoverable expenditure is authorised, recorded, reported and recovered. This may be through service charge, resident recharges, insurance, legal claim(s) against third parties etc. 10. Lead on the scoping and procurement of planned fire safety projects ensuring that all organisational and statutory requirements are met. 11. Analyse and make recommendations on consultant/contractor design options, feasibility reports and proposals to ensure they meet the project objectives and organisational requirements whilst demonstrating value for money. 12. Commission and manage third party specialists such as consultants and/or contractors to take necessary action to minimise the risks of fire. 13. Ensure relevant contracts deliver value for money and continuous improvement is actively sought through reduced costs (per unit per annum) without reducing quality and performance. Undertake regular benchmarking against recognised comparable and report as required. 14. Work collaboratively with internal and external stakeholders to ensure effective service provision and achievement of corporate objectives, including contributing to business and service planning, risk management and business continuity. 15. Work with residents, resident associations and other stakeholders to ensure resident communication and engagement on planned projects is managed and Section 20 legislative requirements are met. 16. Ensure all contractor valuations and final accounts are validated and processed in a timely fashion and within contractual guidelines. 17. Responsibility for ensuring all relevant information is obtained from contractors by the team and distributed within Asset Management as required within agreed timescales. (E.g. door set certification, sprinkler commissioning certs, compartmentation id schedule etc.) 18. Ensure that all information systems are appropriately maintained by the team so that colleagues have access to relevant and up to date information. 19. Ensure that organisational expectations in relation to complaints handling, resident engagement and equality and diversity are met within the team. 20. Monitor and analyse resident satisfaction data to ensure levels meet or exceed expected organisational targets. 21. Support the planned works team in delivering general planned works projects when required. 22. Collate and report performance information (KPIs) in the required format for all planned fire safety works. 23. Contribute to ensuring comprehensive information is maintained on the type, tenure and condition of the Councils assets including housing stock, buildings (including Sheltered Housing, Temporary Housing, etc.), properties and land. Assist with the maintenance and development of the Council’s Asset Management database. 24. Represent the Council at resident and other stakeholder panels/meetings. 25. Undertake other duties relevant to the nature, scope and level of the role as necessary including attending evening meetings if required. 29. Work from other Council sites when required.
