Job Description:
My client is looking for an Interim Anti-Social Behaviour and Nuisance Officer to join their organisation on a temporary contract until 31st March 2025.
Key tasks and responsibilities
*To own and be responsible for managing cases relating to anti-social behaviour and domestic statutory nuisance reported to the Council both directly by individuals themselves but also through referrals from third parties and partner agencies.
*To fully investigate the nature of anti-social behaviour, nuisance and environmental complaints, obtain evidence following PACE standards and determining the appropriate courses of action, including the preparation and serving of formal notices e.g. Intended Legal Proceedings for possessions, Injunctions, Community Protection Notices and Fixed Penalty Notices.
*To liaise with other Council service areas and Partner agencies in order to develop a suitable joint working response to cases including organising case conferences and attending multi agency meetings including Complex Case Panels and Operational Tasking meetings.
*To ensure resident impact and vulnerability is assessed through the completion of ASB Risk Assessments and safeguarding referrals requiring Officers to contact MASH / Social Care, GP’s Victim Support Services and Nottinghamshire Police etc as and when required.
*To ensure regular and timely communications with victims, complainants and alleged perpetrators, ensuring suitable advice and support is provided and victims, witnesses and key stakeholders are informed of the progress of cases.
*To ensure effective recording of cases and associated performance activity via the Case Management System E-CINS and Officer Performance Spreadsheets including providing case studies to the Team Manager upon request.
*To help shape an effective service by being solution focused and assisting the Team Manager with developing processes and procedures, and imbedding new ways of working.
*Be prepared and able to enter properties of poor condition and deal with volatile situations ensuring a dynamic risk assessment is undertaken and safe systems of work are followed.
*To use IT systems to accurately record all correspondence and case work activities and in accordance with the Council’s IT information and security policies, and legal provisions under Data Protection Act 2018 and Crime and Disorder Act 1998.
*To maintain an up to date knowledge base on both legislation and case law with reference to anti-social behaviour, housing, environment and statutory nuisance.
*To ensure cases files prepared for management sign off are to a high quality including written correspondence, reports, statements, exhibits and equality assessments, ready for escalation to Legal.
*To ensure appropriate legislation is applied and action taken is in accordance with legal requirements, council policy and procedures and attendance at court.
*To develop creative problem solving responses, including mediation and restorative justice techniques which not only provide solutions but help prevent issues from reoccurring and becoming demand intensive.
*To provide advice and assistance to other officers, partners and key stakeholders in relation to matters associated with nuisance and ASB
*To act as an authorised officer in accordance with the powers delegated as per the Council’s constitution.
Key skills required for the role@
*Detailed knowledge of legislation, enforcement tools and interventions relating to at least one of the following: *Anti-Social Behaviour
*Statutory Nuisance / Environmental Issues
*Housing Enforcement including Breaching of Tenancy
*Serving legal notices and/or devising case files
*Data protection legislation and principles
*Safeguarding procedures and how these are applied in real world situations.
*Investigating, managing and resolving cases of Anti-Social Behaviour and Nuisance or other related issues
*Working with victims / complainants and perpetrators of Anti-Social and Nuisance Behaviour to ensure a positive resolution.
*Experience of carrying out risk and needs assessments and the development of resident action plans.
*A minimum of 1 years’ experience of working in an enforcement and/or customer facing role.
*4 GCSE’s A - C including Maths and English or holding suitable experience in a relevant field.
Working hours 37 hours a week with an Immediate start
Place of work - Minimum 3 days in office in Ashfield
Length of Contract - Till March 28th, 2025
