Planning and Development Manager
Location: Oxfordshire, Wallingford
Penguin Recruitment is delighted to be supporting a leading company in their search for a Planning and Development Manager to join their dynamic Estates team. This is an exciting opportunity to deliver a diverse range of projects across the waste, minerals, renewable energy, and sustainability sectors, helping to shape the future of the estate while driving long-term commercial success.
The Role
Reporting to the Head of Estates, the Planning and Development Manager will:
*Identify development opportunities and manage early-stage projects.
*Secure planning consents and statutory approvals.
*Lead planning and regulatory submissions, including planning applications and EIAs.
*Manage external consultants and collaborate with internal teams.
*Provide expert planning advice to support informed decision-making.
*Negotiate and oversee legal agreements (e.g. S106, S278, S38).
*Monitor and engage with local development plans to protect and promote company interests.
*Support operational divisions through the discharge of planning conditions.
*Represent the business at liaison groups and contribute to Public Affairs activities.
What We’re Looking For
*Minimum 2 years’ experience in a planning or development role.
*Degree accredited by the RTPI and/or RICS, with membership or working towards chartership.
*Strong knowledge of planning processes, including EIAs and appeals.
*A genuine interest in waste, recycling, minerals, or sustainability sectors.
*Excellent communication skills - written, verbal, and presentation.
*Commercial awareness and ability to interpret financial models.
*Experience managing multi-disciplinary teams.
*Proficiency with MS Office, with knowledge of AutoCAD or other planning tools an advantage.
*Full UK driving licence.
