Job Description:
Regulatory Lawyer
*Job Type: Interim/Locum
*Location: South Yorkshire/Hybrid
*Salary: Negotiable
We are seeking a Regulatory Lawyer or an experienced professional to provide expert legal advice on devolution and police and crime matters for the Combined Authority (CA). This role requires someone who can work independently and is available to start immediately or by the New Year.
Day-to-day of the role:
*Regulatory Advice: Provide guidance on the legal framework for the Combined Authority, LEP, and partner organisations, ensuring compliance and minimising risk.
*Legislation & Governance: Advise on laws, case law, and statutory guidance related to local government, Police and Crime Commissioner functions, and devolved powers. Support strong corporate governance and ethical decision-making.
*Member & Officer Support: Offer proactive and reactive advice on governance and regulatory issues, including politically sensitive matters.
*Police & Crime Functions: Act as lead legal advisor to the Mayor and Deputy Mayor for Policing & Crime. Attend key committees and support external bodies like NPAS.
*Complaints & Investigations: Investigate complaints about Members, the Mayor, and LEP Board Members. Prepare reports and recommendations for relevant committees.
*Governance Framework: Assist in developing and maintaining governance procedures, adapting to changes from devolution and new functions. Lead joint governance meetings with the Chief Constable and West Yorkshire Police.
Required Skills & Qualifications:
*Strong knowledge of regulatory law, governance, and compliance.
*Ability to interpret and apply legislation, case law, and statutory guidance.
*Excellent communication and influencing skills, especially in sensitive situations.
*Experience advising senior leaders and political figures.
*Ability to work independently and manage complex legal issues.
