Job Description:
Corporate Lead – Highway Management
*Location: HX1, Calderdale
*Job Type: Temporary
*Umbrella Daily Rate: £600 – £800 (flexibility depending on experience)
Join our dynamic team as the Corporate Lead for Highway Management, where you will oversee the strategic management of Calderdale’s highway network. This role is crucial in ensuring our highways—encompassing roads, pathways, and structures—are managed effectively through innovative policies and strategies.
Day-to-day of the role:
*Lead a team of 44 professionals, including 5 direct reports responsible for streetworks/utilities, structures, traffic, highway development control, and asset management.
*Oversee the highway network as part of the asset team, ensuring comprehensive management across all areas.
*Manage significant annual Highways revenue budgets (£5m+) and capital works programmes (£10m+), meeting income targets.
*Ensure compliance with Department for Transport (DfT) legislation, particularly the Streetworks Permit Scheme.
*Develop and implement policies and strategies that reflect best practices in highway management.
*Represent Calderdale at regional forums, including the West Yorkshire Combined Authority, to advocate for strategic highway policies.
*Facilitate the delivery of major capital investment programmes, focusing on sustainable transport and infrastructure improvements.
*Provide strategic advice to senior managers and elected members, influencing decision-making and policy development.
Required Skills & Qualifications:
*Degree in Civil Engineering or Transport Planning, or equivalent experience.
*Full UK driving licence and access to a vehicle (reasonable adjustments considered for disabilities).
*Extensive experience in a strategic role within highway management, with a deep understanding of related legislation, policy, and strategy.
*Demonstrated ability to lead and manage multidisciplinary teams effectively.
*Strong capability in handling complex stakeholder relationships and navigating political environments.
*Excellent communication and influencing skills.
Desirable:
*Chartered Engineer status or equivalent professional qualification.
*Proven track record in contract procurement and management.
