Category Manager – Place Services (Interim)Temporary | 100 Days | Inside IR35
Ribble Recruitment is assisting West Sussex County Council with the appointment of an Interim Category Manager – Place Services to support the Procurement function during a period of vacancy where permanent recruitment has been unsuccessful.
This is a senior interim role within the Place Services category, with responsibility for managing high-value sub-categories and driving best-practice commercial outcomes across the organisation.
Assignment Details*Start date: 23 February 2026
*Location: Chichester, West Sussex (hybrid working subject to service requirements)
*Rates:
*PAYE: £48.94 per hour
*Umbrella/Ltd: £67.52 per hour
About the RoleThe purpose of this role is to manage sub-categories within the Place Services portfolio and work closely with Directorates, Services, and the Category Lead to champion a modern, best-practice commercial approach to external spend.
You will be responsible for developing and implementing robust sub-category strategies that deliver value for money, improve service outcomes, and support transformation across the organisation.
Key Responsibilities*Manage and deliver sub-category strategies across the Place Services portfolio, optimising cost, quality, delivery, and responsiveness
*Lead and manage procurement projects across high-value areas such as highways, construction, capital projects, and waste
*Support a category with total annual spend of £180m–£200m across 300+ suppliers
*Act as the primary commercial interface for assigned sub-categories, engaging and influencing senior stakeholders
*Champion best-practice commercial and procurement approaches across services
*Consider the full supplier lifecycle, from strategy through to contract management
*Share best-practice guidance and support continuous improvement in procurement activity
Essential Experience & Skills*Significant experience operating at Category Manager or Senior Procurement Manager level
*Proven background managing Place-based categories such as highways, construction, capital works, or waste
*Strong understanding of public sector procurement, value for money, and commercial governance
*Experience developing and implementing category and sub-category strategies
*Confident stakeholder engagement skills, including working with senior officers and service leads
*Ability to deliver at pace within an interim / change environment
