Job Description:
Department: Estates and Business Services Directorate
Reporting to: Principal Estates Manager (Technical & Professional)
Grade: POA
Location: Across the West Yorkshire Police estate
To provide professional mechanical and electrical (M&E) expertise, supporting the Estates Department with project delivery, facilities management, inspections, audits, compliance activities, and contractor liaison. The role ensures safe, efficient, and value-for-money building services across the Force estate.


Key Responsibilities
Leadership and Standards
*Model the Police Code of Ethics and promote organisational values in daily decision-making and conduct
*Champion Diversity, Equality and Inclusion (DEI), treating all colleagues and stakeholders with dignity and respect
Project and Maintenance Oversight
*Supervise M&E projects, planned/reactive maintenance and minor works to ensure safety, compliance, and efficiency
*Liaise with contractors on technical issues and support the delivery of engineering-related works
*Monitor performance of systems including BMS and ensure reliability, functionality, and statutory compliance
Technical Assurance and Compliance
*Work to agreed specifications, tender packages and contract documentation to maintain consistent standards
*Monitor the delivery, cost, and timelines of works and take corrective action when required
*Conduct building condition and dilapidation surveys to support asset management and project planning
Programme and Contractor Management
*Oversee programmes of M&E repairs and planned preventative maintenance
*Performance-monitor contractors, attend design meetings, highlight delivery issues, and agree remedial actions
*Witness testing and commissioning of new installations and provide in-house training where required
Internal and External Contacts
Internal: Estates Leadership Team, Project Managers, Health & Safety, Directors/Heads of Department, OPCC, police officers and staff.
External: Contractors, consultants, suppliers, statutory agencies, local authorities, other police forces and members of the public.


Essential Experience and Qualifications
*City & Guilds L3 / ONC Mechanical or Electrical Engineering OR relevant experience.
*Strong knowledge of M&E building systems, industry regulations, standards, and Health & Safety legislation.
*Ability to diagnose issues, solve practical problems, and prioritise workload effectively.
*Experience managing/coordinating contractors, including in multi-discipline environments.
*Ability to work from technical drawings, specifications, and tender documents.
*Strong communication skills, providing clear technical advice verbally and in writing.
*Experience validating contractor payment applications.
