Rate: £37.42 per hour PAYE/ £50.19 per hour Umbrella
An esteemed public sector organisation is seeking a skilled HR Lead to oversee and manage the organisation’s formal HR Review Processes. This pivotal role ensures that employee-related decisions, particularly those relating to performance, conduct, recruitment, and organisational policies, are reviewed fairly, consistently, and in line with legislation and internal standards. The successful candidate will act as the organisation’s expert in handling requests for reconsideration, reassessment, or appeal, providing robust HR oversight and driving continuous improvements in people-related processes.
Day-to-day of the role:
*Lead the Request to Review Process*Manage the end-to-end workflow for employee-initiated and management-initiated review requests.
*Ensure all cases are assessed objectively, promptly, and in accordance with organisational policy, employment law, and public sector standards.
*Provide clear, evidence-based recommendations or decisions.
*Case Assessment & Quality Assurance*Review all documentation relevant to the case, including performance records, recruitment outcomes, conduct investigations, and policy criteria.
*Conduct quality checks to ensure decisions align with organisational precedent, fairness, and public sector values.
*Highlight areas of inconsistency, bias risk, or procedural gaps.
*Stakeholder Engagement*Work closely with HR Business Partners, Recruitment Teams, Line Managers, Employee Relations, and Trade Union representatives.
*Offer expert guidance on policy interpretation and application.
*Ensure outcomes are communicated clearly, sensitively, and transparently.
*Policy and Process Improvement*Identify themes and trends emerging from cases, informing improvements to HR policies, processes, and training.
*Contribute to continuous improvement of review pathways, documentation standards, and compliance frameworks.
*Support the development of guidance materials for managers and staff.
*Governance, Compliance & Ethical Practice*Ensure reviews comply with employment law, public sector standards, and organisational governance frameworks.
*Maintain accurate, confidential records following data protection requirements.
*Use insight to advise senior HR leaders on organisational risk, culture, and improvement opportunities.
Required Skills & Qualifications:
*Strong HR background with experience in Employee Relations, HR Operations, or Case Management.
*Proven ability to handle sensitive and complex HR matters objectively.
*Excellent knowledge of UK employment law and public sector HR frameworks.
*Ability to review, analyse, and interpret evidence, policies, and complex information.
*Confident communicator with the ability to challenge constructively and advise stakeholders at all levels.
*Experience in a large public sector or highly regulated environment.
*Background in quality assurance, audit, or policy development.
*Experience managing appeals, grievances, recruitment reviews, or performance calibration.
