Job Description – Organisational Development Advisor (L&D Advisor)
Job Title: Organisational Development Advisor
Hourly Rate: £21.77 – £23.37
Duration: 12 weeks (Temporary – Vacancy Cover)
Hours: 37 hours per week, full-time
Location / Hybrid Working: WGC Campus (Hybrid working available)
Overall Job Purpose
To design, develop, deliver and evaluate learning and development initiatives that support the Council’s priorities and the individual development needs of staff. The role will also ensure the Council’s wellbeing offer is actively promoted and accessible, helping maintain a positive, inclusive and high-performing organisational culture.
Key Responsibilities
*Manage organisational development initiatives, including e-learning and continuous training needs analysis, ensuring learning activities meet workforce development needs.
*Design, project manage, deliver (both face-to-face and virtually) and evaluate learning interventions, ensuring high-quality and engaging experiences.
*Create new and update existing training materials, ensuring content remains current, accessible and aligned to strategic objectives.
*Evaluate, monitor and report on the effectiveness of all training interventions, using data and feedback to influence future initiatives and drive continuous improvement.
*Source high-quality internal and external learning solutions, ensuring value for money and alignment with organisational needs.
*Oversee the new starter induction process, ensuring a consistent and effective onboarding experience.
*Manage the apprenticeship programme, including effective use of apprenticeship levy funding.
*Proactively manage and develop the Council’s mentoring programme, ensuring effective matching, uptake and outcomes.
*Design and implement a management and leadership development programme, supporting current and aspiring leaders.
*Maximise the use of learning management systems (LMS) to manage training, track engagement and improve learner experience.
*Manage the Learning & Development budget, producing regular expenditure reports and demonstrating return on investment (ROI).
*Promote equality, diversity and inclusion (EDI) across all learning activity and within the broader service areas of the Council.
*Communicate clearly and effectively, demonstrating the ability to converse with ease and provide accurate advice in spoken English.
*Perform any other duties commensurate with the level and grade of the post.

*Ensure compliance with legislation, policies, procedures and recognised good practice.
*Achieve agreed key performance indicators (KPIs) and financial targets.
*Work collaboratively with customers, colleagues, contractors and stakeholders to deliver a high-quality, customer-focused service.

*Strong experience in organisational development and learning & development, including training design, delivery and evaluation.
*Excellent project management skills, with the ability to manage multiple initiatives simultaneously.
*Experience managing key programmes such as apprenticeships, mentoring and management development.
*Strong analytical ability, including evaluating training effectiveness and reporting on outcomes.
*Excellent communication and relationship-building skills, with the ability to engage staff at all levels and deliver training confidently both virtually and in person.
