Job Description:
Are you an analytical, detail-driven Utilities professional with strong numerical skills and expertise in energy and water management? We are seeking a Utilities Manager to play a critical role in managing and optimising utilities across a large and diverse estate of over 300 properties, with an annual utilities budget of c. £30m.
This role is central to ensuring continuity of supply, achieving cost efficiencies, supporting carbon reduction objectives, and delivering accurate financial and consumption reporting. You will work closely with Finance, Commercial, Estates Management and external energy suppliers to ensure that utilities are managed effectively, compliantly and with strong operational resilience.
Location: Metropolitan Police office around London
Directorate: Property Services
Salary: £440 per day Umbrella
Contract: Full-time - Monday to Friday
Hybrid: Flexible working - 2- or 3-days office based
About the Role
As the Utilities Manager, you will be the organisation’s subject matter expert for utilities (energy and water), overseeing both strategic and day-to-day operations. You will manage supplier relationships, monitor consumption, validate high-volume invoices, and ensure robust data integrity within the TEAM Sigma platform. The successful candidate will support budget planning, forecasting and reporting, while driving process improvements to enhance efficiency and cost control.
This role requires a confident communicator with strong Excel skills, excellent numeracy, and the ability to analyse complex data sets related to energy usage, meter readings and billing.
Key Responsibilities
*Manage utilities contracts and supplier relationships, ensuring SLA compliance and resolving complex queries promptly.
*Work closely with Government Procurement Services (GPS) and multiple energy/water suppliers.
*Oversee validation and approval of all utilities invoices (electricity, gas, water, fuel oil).
*Maintain accurate and complete records in the TEAM Sigma system to prevent additional charges and service interruption.
*Provide performance reports, consumption analysis, forecasts, and budget input for senior management.
*Support accruals, budget development and variance analysis alongside Finance.
*Ensure continuity of supply across the estate through proactive issue resolution and strategic relationship management.
*Support statutory and voluntary energy/carbon reporting with accurate data capture and system integrity.
*Drive continuous improvement and process optimisation to enhance cost efficiency and operational resilience.
*Coordinate utilities management with estate changes, including building acquisitions and disposals.
Experience & Qualifications
*Strong knowledge of utilities and energy management, including contracts, frameworks, consumption analysis and billing validation.
*Solid understanding of financial processes such as budgeting, accruals, forecasting and purchase order systems.
*Experience in managing suppliers, negotiation and contract oversight.
*Proven ability to analyse complex numerical data and produce accurate, meaningful reports.
*Experience managing small teams and high-volume invoice processing.
*Strong Excel and numerical skills essential (lookups, pivot tables, data analysis).
*Desirable: NVQ or similar in accountancy, business or utilities-related discipline.
*Desirable: Knowledge of MPS estate, governance and utilities systems.
