Job Description:
We are looking for a dedicated Environmental Health Officer / Enforcement Officer to join our Regulatory Services team. This is a key role focused on protecting public health, improving community wellbeing, and ensuring compliance with statutory environmental health requirements.
You will play a vital part in changing behaviours, influencing compliance, and safeguarding local communities through proactive engagement, investigation, advice, and—where required—formal enforcement action.
This is an excellent opportunity for both experienced officers and those looking to progress into a senior enforcement role (PO3).
Location: Wembley, London
Salary: £25.57 PAYE / £33.67 Umbrella
Contract: Full-time - Temp until June 2026
Working hours: 36 hours a week - Monday to Friday - Hybrid working
What You’ll Be Doing
*Professional Advice & Communication
*Provide high-quality, accurate and timely professional advice to residents, businesses, partners and colleagues.
*Scrutinise statutory applications, licences, consultations, notifications and schemes.
*Prepare clear, evidence-based reports, data analysis, committee papers and technical documents.
*Support Council values, uphold our professional standards, and contribute to a positive public image.
Achieving Compliance & Enforcement
*Conduct inspections, surveys, visits, investigations and sampling in line with legislative frameworks and best practice.
*Use delegated powers to take proportionate, targeted enforcement action including notices, cautions, seizures, closures and other legal measures.
*Change behaviours using negotiation, persuasion, mediation and clear communication.
*Manage works in default including specifications, tendering, contractor oversight and issuing statutory demands for payment.
*Prepare legal case files and give evidence in court, tribunals and formal hearings.
Working Effectively With Others
*Act as a flexible, proactive team member across the service.
*Represent the Council at internal and external meetings.
*Build strong relationships with residents, traders, partner agencies, government bodies and other stakeholders.
*Contribute to emergency responses and out-of-hours service demands when required.
Delivering Excellent Services
*Work within Council policies, service plans, protocols and procedures.
*Support service excellence and performance monitoring.
*Process payments for services and fixed penalty notices.
*Promote health and safety and contribute to the Council’s carbon-neutral ambitions.
Additional Responsibilities for PO3 (Senior Officer)
*Manage complex, high-risk or multi-agency cases.
*Act as a subject-matter expert in one or more specialist areas.
*Lead on enforcement actions of significant complexity (e.g. prohibitions, seizures, emergency actions).
*Mentor junior officers, trainees and less experienced colleagues.
*Lead projects and contribute to service planning, policy development and regulatory strategy.
*Undertake complex impact assessments and analysis.
*Deputise for managers during short-term absences.
About You (Essential Criteria)
Qualifications
*Degree/Diploma in Environmental Health, Environmental Science or equivalent relevant qualification.
*Evidence of ongoing professional development.
*Eligible for membership of relevant professional bodies.
Knowledge & Experience
*In-depth knowledge of at least one environmental health specialism.
*Strong understanding of risk assessment, safety, environmental impact and compliance principles.
*Experience managing a demanding caseload with minimal supervision.
*Experience resolving non-compliance using proportionate enforcement and behavioural-change techniques.
*Strong literacy, numeracy, analytical and IT skills.

*Strong negotiation, mediation, influencing and problem-solving skills.
*Able to build collaborative relationships and work effectively within teams.
*Full UK driving licence
Desirable
*Experience overseeing public safety at events (not essential).
