Job Title: Deputy Democratic Services Manager
IR35 Status: Inside IR35
Working Hours: 35 hours per week (09:00 – 17:30)
Contract Duration: 3 months
Role Overview
The Deputy Democratic Services Manager will support the delivery of high-quality democratic services within the Corporate Resources Directorate. The role involves assisting in the management of democratic and governance processes, ensuring that council decision-making procedures operate efficiently, transparently, and in compliance with statutory and constitutional requirements.
The postholder will work closely with elected members, senior officers, and committee services staff to support the effective administration of council meetings and governance activities.
Key Responsibilities
Support the Democratic Services Manager in delivering an efficient and effective democratic services function.
Provide professional advice and guidance on governance procedures, constitutional matters, and local government legislation.
Oversee the preparation and publication of committee agendas, reports, and minutes in accordance with statutory deadlines.
Ensure council, cabinet, committee, and sub-committee meetings are administered effectively.
Provide procedural advice and support to elected members and senior officers during formal meetings.
Assist with the management and supervision of Democratic Services Officers and support staff.
Ensure compliance with relevant legislation, council constitution, and governance frameworks.
Support the implementation of improvements to democratic processes and committee services.
Maintain accurate records of council decisions and ensure timely publication of decisions and documentation.
Contribute to corporate governance initiatives and support the continuous improvement of democratic services.
Key Skills and Experience
Experience working within Democratic Services or Committee Services in a local authority or public sector environment.
Strong understanding of local government governance frameworks, constitutional procedures, and relevant legislation.
Experience supporting or managing council and committee meetings.
Ability to provide professional advice to elected members and senior officers.
Excellent organisational and administrative skills with strong attention to detail.
Strong written communication skills, including experience preparing agendas, minutes, and governance documentation.
Ability to manage multiple priorities and work effectively under pressure.
Experience supervising or supporting team members is desirable.
