Job Description:
Clerk (Democratic Services)
*Rate: £16.43 PAYE or £20.83 via umbrella
*Job Type: Full-time, interim
*Location: Bolton / Hybrid working
Join our client as a Clerk in their Democratic Services team, where you will provide essential support to Appeals Panels by offering independent procedural and legal advice. This role is crucial in ensuring that appeals are conducted fairly, impartially, and in accordance with natural justice.
Day-to-day of the role:
*Provide Independent Advice: Advise Appeals Panels on procedures, legal requirements, and relevant statutory guidance to ensure compliance with legislation and Codes of Practice.
*Maintain Panel Standards: Confirm all panel members are adequately trained and provide independent legal advice during hearings.
*Manage Appeal Hearings: Organise hearings, inform all parties of the proceedings order, respond to appellants’ questions, and review appeal documents for relevance and accuracy.
*Record Keeping: Accurately note hearing details such as points raised, attendance, voting, and decision reasons. Produce detailed decision letters and prepare decision schedules for relevant bodies.
*Communication & Liaison: Maintain effective communication with panel members, service users, schools, partner organisations, and advise Democratic Services officers on significant council issues.
*External Accountability: Provide necessary documentation to the Local Government Ombudsman for case investigations.
Required Skills & Qualifications:
*Ability to interpret legislation and provide impartial, independent advice.
*Excellent listening skills to accurately record proceedings.
*Capability to give practical and lawful advice to support decision-making.
*Strong communication skills with various stakeholders.
*Empathy and understanding during the Appeals process.
*Proficiency in Microsoft Office and other ICT tools.
*Ability to work independently under pressure and organise workload to meet strict deadlines.
*Experience in advising Appeal Panels or on law is highly desirable.
*Relevant training or willingness to undertake training in appropriate law, Human Rights Act 1998, Equality Act 2010, procedural fairness, and natural justice.
