Learning & Development Business Partner (GH-802)
An established and growing organisation within the civils and infrastructure sector is seeking a Learning and Development Business Partner to play a pivotal role in shaping and delivering its learning strategy. The business is recognised for its innovative approach to engineered storm water and sewer management systems, alongside network and green asset solutions, and is supported by a specialist installation service offering.

This is a highly visible role, partnering closely with senior leaders to identify capability needs and translate business priorities into targeted learning and development solutions. The Learning and Development Business Partner will play a key role in strengthening capability across the workforce, driving improvements in productivity, safety, quality, and sustainable growth.
Reporting into the Divisional Head of Learning and Development, with a close working relationship with the Head of HR for the civils division, the role provides dedicated support to the management team while also contributing to wider divisional initiatives. You will work collaboratively across business units to ensure consistency, alignment, and the successful delivery of learning programmes.
The role involves diagnosing capability gaps and using data, performance metrics, and workforce insights to shape annual development plans. You will design and deliver blended learning programmes across onboarding, technical training, leadership development, compliance, and continuous improvement, working closely with internal stakeholders. A key aspect of the role is facilitating workshops, coaching sessions, and embedding learning into day to day operations through competency frameworks, skills matrices, and shift based development.
You will also lead on skills mapping, career pathways, and talent reviews to support succession planning, while managing relationships with external training providers and accrediting bodies. Supporting apprenticeship programmes and early careers pathways will form part of the longer term capability strategy. Maintaining accurate training records and ensuring compliance with audits and accreditation standards is essential, alongside managing training budgets and the effective use of the apprenticeship levy.
The successful candidate will bring proven experience in learning and development, talent development, or organisational development, with a strong understanding of adult learning principles and blended learning approaches. You will be confident in designing and delivering engaging learning solutions, with excellent facilitation, coaching, and stakeholder engagement skills. Strong project management capability, alongside the ability to interpret data and translate insights into practical development solutions, is key.
You will ideally be educated to degree level or equivalent in a HR related discipline and hold, or be working towards, CIPD Level 5 in Organisational Learning and Development. Experience of digital content creation and familiarity with learning systems and tools will be beneficial. A clear and engaging communication style is essential, as is the ability to influence at all levels of the organisation. A valid UK driving licence is required for this role.
