Job Opportunity: Clerk of Works – Local Authority (3-Month Contract, Likely Extension)
Rate: £300 per day (Umbrella)
Aatom Recruitment is seeking an experienced Clerk of Works to support a local authority in delivering high-quality major works across its social housing portfolio. This is an excellent opportunity for a skilled professional to contribute to safety, compliance, and quality improvements across a significant housing investment programme.
Role OverviewYou will carry out detailed surveys of tenanted and leasehold homes, communal areas, and blocks within the London Borough of Southwark’s social housing estates. Your work will focus on:
*Assessing the quality and completeness of recently delivered major works.
*Identifying current maintenance issues such as damp & mould, fire safety issues, and building safety concerns.
*Highlighting future planned maintenance needs for inclusion in the authority’s asset management strategy.
You’ll work closely with contractors, internal teams, and senior managers to ensure works are completed to the correct standards and in line with legislation, processes, and contract requirements.
Key ResponsibilitiesSurveying & Inspection*Conduct condition surveys, stock condition assessments, and pre/post-inspections of properties and communal areas.
*Evaluate completed major works under the Quality Homes Investment Programme (QHIP, 2016–2025).
*Identify defects, safety issues, and future maintenance needs.
Quality Assurance & Compliance*Ensure all works meet required standards, specifications, contract documents, and legislative requirements.
*Sign off completed works, understanding the impact on contractor payments.
*Monitor contractor performance, customer care, and quality of service delivery.
Reporting & Professional Advice*Produce clear, professional reports for senior managers on high-risk or high-profile projects.
*Provide cost information to support leaseholder service charge calculations.
*Assist with responses to queries, invoices, and (where needed) Leasehold Valuation Tribunal cases.
Collaboration & Communication*Work closely with the Planned Maintenance Team, contractors, and internal stakeholders.
*Maintain positive relationships and contribute to the continuous improvement of processes and project delivery.
*Support the Interim Design & Delivery Manager with project reviews and recommendations.
Job Context*May occasionally require out-of-hours site visits or attendance at evening/weekend meetings.
*PPE must be worn when required.
*Reports to: Interim Building Surveyor
Essential Knowledge, Skills & ExperienceKnowledge*Working knowledge of Building Regulations and current Building Safety legislation.
*Strong understanding of social housing maintenance, refurbishment, and contract management.
*Professional membership (e.g., IOSH, CABE, ICWCI, AECoW, CQI) or equivalent experience.
*Familiarity with performance management systems and collecting site/dilapidation data.
Experience*Demonstrated experience in housing maintenance, refurbishment, sustainability, or construction.
*Managing and administering building contracts, including budget oversight.
*Preparing site reports and monitoring contractor performance.
*Experience working with residents, resolving queries, and providing clear advice.
*Proven track record of managing client–contractor relationships.
