*Rate: £31.70 per hour PAYE or £41.54 per hour Umbrella

About the RoleAdecco are recruiting on behalf of the London Borough of Havering for an experienced Parking Manager to lead and develop a high-performing Parking Service within the Highways, Traffic & Parking team.
This is a senior leadership role responsible for overseeing borough-wide parking operations, including enforcement, appeals, debt recovery, and permit services. You will play a key role in shaping strategy, driving service improvements, and ensuring compliance with all relevant legislation and best practice.
Key Responsibilities*Lead, manage and develop the Parking Service, ensuring high performance and compliance

*Oversee parking enforcement, appeals processes, debt recovery and permit operations

*Manage revenue and capital budgets, ensuring value for money and delivery against targets

*Develop and implement parking strategies, policies, and service improvement plans

*Manage external contracts and ensure effective service delivery

*Act as a senior advisor, presenting reports and briefing senior stakeholders and Members

*Build strong relationships with internal teams, partners, and external stakeholders

*Represent the Council at meetings, forums, and committees when required

What We’re Looking For*Proven experience as a Parking Manager within a local authority setting

*Strong knowledge of parking enforcement, legislation, and back-office processes

*Experience managing contracts and large-scale service delivery

*Demonstrable financial management and budget control experience

*Ability to lead teams, drive change, and deliver service improvements

*Excellent communication skills with experience advising senior stakeholders

*Strong customer service focus

Additional Information*Hybrid working: 3 days in the office, 2 days from home
