The Opportunity: Legal Counsel

As Legal Counsel you will play a key role in supporting HTE and HCA stakeholders, providing specialist legal advice on the Procurement Act, the Provider Selection Regime and the Public Contracts Regulations. You will be a qualified solicitor with a minimum of two years’ post-qualification experience gained either in-house or in private practice, with demonstrated expertise in public procurement.

As Legal Counsel, your duties & responsibilities will include the following, in no particular order:
*Assisting assigned business clients in the development of contracting strategy and implementation of public frameworks in compliance with the Public Contracts Regulations 2015, the Procurement Act 2023 and the Provider Selection Regime 2023and other relevant legislation.
*Providing legal support on all contracts including, but not limited to, for the provision of products, equipment, services, computer software, GPO and member agreements for all relevant stakeholders.
*Drafting, reviewing, negotiating and finalising agreements and templates.
*Coordinating with with internal and external stakeholders to ensure the correct legal documents are used.
*Providing legal guidance on contract interpretation and other legal issues related to contracts, group purchasing and healthcare supply chain operations.
*Providing legal guidance on compliance with relevant healthcare laws and regulations.
*Coordinating responses to government requests for information and documents.
*Assisting in the drafting of policies regarding the contracting process and ethics and compliance matters.
*Providing legal support for international sourcing initiatives.
*Supporting the development and delivery of legal training for HTE staff.
*Completing special projects as assigned by the Head of Legal, Legal Services.
*Assisting with all legal department initiatives aimed at achieving increased operational efficiency and improving service excellence.
Knowledge, Skills & Abilities
*Fully qualified solicitor
*At least two years’ post qualification experience in public procurement.
*Legal Practice Course or Bar Vocational Course
* University Degree
*Commercial experience
*Ability to analyse legal documents for accuracy
*Sound understanding of the commercial aspects of contracts.
*Demonstrable industry related knowledge relating to healthcare and/or supply chain.
* Proven ability to manage simultaneously a high volume of legal projects and a wide variety of legal issues.
*Excellent oral and written communication skills, as well as interpersonal skills, both from a management perspective, as well as for working with internal clients and external parties.
