Job Title: Parking Manager
Location: Romford (Hybrid working available, 3 days office / 2 remote)
Hourly rate £31.72 PAYE / £41.54 Umbrella per hour
Contract Length: 6 -month contract (possibility of extension)
Working Pattern: Full Time, Monday - Friday, 36 hours

Are you an experienced Parking Manager with a strong track record in enforcement operations, service improvement and leadership? We’re looking for a dynamic and forward-thinking professional to lead our Parking Service-driving excellence, shaping change and delivering high-quality, customer-focused outcomes.
About the Role
As Parking Manager, you will play a central role in managing all aspects of parking enforcement, back-office operations, debt recovery, appeals, permit processing and service development. You’ll oversee performance, ensure compliance with legislation and codes of practice, and provide strategic leadership to drive continuous improvement.
You will also act as a senior advisor-presenting, influencing and briefing senior stakeholders, Members and partner organisations-while representing the Council at regional and national forums.

Key Responsibilities
* Lead Parking Enforcement & Back-Office Operations
*Oversee borough-wide parking enforcement, appeals, debt recovery and permit processing.
*Ensure legal compliance, robust performance management and consistently high service standards.
*Implement improvements to enhance productivity and quality across enforcement and processing teams.
* Drive Service Improvement & Organisational Change
*Lead the development of policies, procedures and the annual Parking Service Plans.
*Identify opportunities for innovation and efficiency.
*Champion change, modernisation and new technologies that enhance service delivery.
* Senior-Level Management & Strategic Influence
*Brief and advise senior leaders, Members and committees with confidence and clarity.
*Deputise for the Head of Highways, Traffic & Parking as required.
*Build strong internal and external partnerships to support effective service delivery.
* Financial Leadership
*Manage both revenue and capital budgets with accuracy and foresight.
*Forecast expenditure and income, ensuring compliance with financial regulations.
*Deliver value for money and take corrective action where needed.
* Contract & Supplier Management
*Lead procurement, tendering, contract variations and performance management.
*Monitor contract KPIs and ensure cost-effective, high-quality outcomes from outsourced providers.
* Excellence in Customer Service
*Resolve complex complaints, enquiries and appeals.
*Promote a positive image of the service and ensure clear, effective communication with residents and stakeholders.
*Foster a customer-first culture within the team.
About You
You will bring:
*Extensive experience in parking enforcement and back-office management.
*Proven leadership in a complex service area, with the ability to manage teams, influence stakeholders and drive high performance.
*Strong financial acumen, able to manage budgets and deliver against challenging targets.
*Expertise in contract management and dealing with external suppliers.
*Outstanding communication skills, with confidence presenting at senior levels.
*A commitment to excellent customer service and continuous improvement.
