Finance Officer
*Location: Bordon
*Job Type: 21 hours
*Salary: £33,000
Join our team as a Finance Officer, where you will manage the day-to-day financial operations under the guidance of the Responsible Financial Officer (RFO). This role is essential for ensuring that financial affairs are managed within the legal framework for local authorities and comply with current legislation, recommended practices, and accounting codes of practice.
Day-to-day of the role:
*Financial Statements: Prepare annual Financial Statements in line with legislation, ensuring timely availability for auditors, and manage the annual audit process.
*Management Accounts: Produce monthly management accounts, explaining major variances and reconciling account and bank statement balances.
*Payroll Management: Oversee staff remuneration, including tax and national insurance administration, and ensure timely submissions to Inland Revenue.
*Internal Control and Risk Management: Review and enhance internal control systems, manage risk assessment strategies, and liaise with internal auditors.
*Pensions and VAT: Monitor pension schemes, attend relevant seminars, and manage VAT records and returns.
*Bookkeeping: Maintain robust bookkeeping systems to accurately reflect the financial status at any time.
*Budgeting and Financial Planning: Prepare draft annual budget and precept proposals, manage long-term financial forecasts, and present financial recommendations.
*Payments and Invoicing: Manage the process of receiving, reporting, and paying invoices for goods and services, and ensure effective collection of payments for services provided.
*Financial Policies and Banking: Review and update financial policies, maintain bank signatory requirements, and manage banking operations as directed by the RFO.
*Asset Management: Ensure proper maintenance of the Asset Register to meet audit requirements.
*Ad-hoc Tasks: Undertake additional tasks as requested by the RFO and Council.
Required Skills & Qualifications:
*Proven experience in financial management within a similar role, preferably in a local government setting.
*Strong understanding of the legal framework governing local authorities’ financial operations.
*Proficiency in managing financial statements, payroll, and bookkeeping.
*Excellent organisational skills with the ability to manage multiple tasks efficiently.
*Strong analytical skills and attention to detail.
*Effective communication and interpersonal skills.
*Proficiency in financial software and Microsoft Office Suite.
