Job Description:
Full job descriptionAn exciting opportunity has arisen for an experienced Programme Manager to lead and coordinate a complex Local Government Reform Programme for a large public sector organisation.
This is a high-profile position requiring strategic programme leadership, working closely with senior leadership teams, elected members, and partner organisations to ensure the successful delivery of multiple interdependent projects and workstreams. The successful candidate will play a key role in driving organisational readiness, transition planning, and programme delivery.
Key Responsibilities:
*Lead and coordinate a portfolio of complex projects and workstreams within the Local Government Reform Programme.
*Develop programme plans, delivery approaches, timelines, and governance arrangements.
*Ensure delivery against agreed outcomes, milestones, budgets, and programme objectives.
*Lead the development of strategic business cases and implementation plans.
*Manage programme risks, issues, dependencies, and resource requirements.
*Provide leadership, coaching, and direction to project teams.
*Build and maintain effective relationships with senior officers, elected members, consultants, and partner organisations.
*Lead procurement activity where required, working alongside procurement and legal teams.
*Prepare and present reports, briefings, and updates for senior management, boards, and members.
*Support consultation, engagement, and communication activities relating to programme delivery.
*Ensure effective governance, performance monitoring, and reporting across multiple projects.
Key Requirements:
*Significant experience delivering large-scale programmes or major transformation initiatives.
*Proven experience operating at a senior level within a complex organisation.
*Experience developing and implementing strategic plans and business cases.
*Strong stakeholder management skills, including engagement with senior leaders and elected members.
*Experience managing multiple interdependent workstreams and programme governance.
*Demonstrable leadership and people management experience.
*Strong risk management, performance monitoring, and reporting capability.
*Excellent communication, influencing, and presentation skills.
*Experience within Local Government, Local Government Reform, organisational transformation, or public sector programmes is highly desirable.
*PRINCE2, MSP, or other recognised Programme Management qualifications are desirable.
