Full job descriptionPositive Employment is currently recruiting for a Communications Change Manager for our client, a local government organisation based in Bedford.
The successful post holder will support delivery of the organisation’s Improvement Plan and wider organisational change required to secure long-term financial sustainability. The postholder will lead improvements to internal communications, ensuring messages are clear, timely, consistent and accessible.
This role is a temporary contract with an initial contract of 3 months, with the possibility to extend. This role hybrid working with a minimum 3 days per week on site required.
Duties and Responsibilities but not limited to:
• Develop and deliver an internal communications and engagement plan to support the organisation’s Improvement Plan and wider change programme.
• Review and enhance internal communication channels, ensuring messages are timely, accessible, consistent, and effectively communicated across the organisation.
• Produce engaging communications, staff updates, leadership briefings, and key messages that support organisational improvement, financial sustainability, and change initiatives.
• Support senior leaders and managers to communicate organisational change effectively, providing guidance on messaging, timing, and stakeholder engagement.
• Coordinate engagement activities across services, gathering feedback, identifying communication risks, and using insight to improve future communications.
• Develop communications and briefing materials to support organisational improvement programmes, inspections, and governance initiatives.
• Ensure all communications align with the organisation’s vision, priorities, financial objectives, and wider transformation programme.
• Work collaboratively with communications, media, and service teams to ensure consistent messaging across internal and external communications.
• Build positive relationships with stakeholders, providing professional communications advice on sensitive and high-profile issues.
• Monitor the effectiveness of communication and engagement activities, identifying opportunities for continuous improvement.
• Prepare reports, presentations, and briefing papers for senior management and key stakeholders as required.
• Undertake any other duties commensurate with the grade of the post.
Personal Requirements:
• Degree educated or able to demonstrate equivalent relevant professional experience.
• Significant experience delivering internal communications, stakeholder engagement, and change communications within a complex organisational environment.
• Proven experience developing communication strategies and engagement plans that support organisational change and service improvement.
• Excellent written, verbal, presentation, and briefing skills, with the ability to communicate complex information clearly and effectively to a wide range of audiences.
• Experience supporting senior leaders and managers with change communications, stakeholder engagement, and sensitive messaging.
• Strong stakeholder management skills with the ability to build effective relationships across multiple services and external organisations.
• Ability to interpret complex organisational, financial, and change information and translate it into accessible communications.
• Experience producing communications relating to transformation programmes, organisational improvement, financial sustainability, or governance initiatives.
• Strong political awareness with the ability to exercise sound judgement when handling sensitive or high-profile communications.
• Excellent organisational skills with the ability to manage multiple priorities and deliver work to tight deadlines.
• Ability to work collaboratively with communications, media, and operational teams to deliver consistent messaging.
Desirable:
• Experience working within a local authority or wider public sector environment.
• Experience supporting communications for inspections, external reviews, or governance improvement programmes.
• Experience working with elected Members, senior officers, or politically sensitive stakeholders.
• Experience supporting communications relating to financial improvement, transformation, or organisational change programmes.
Working Hours: Full Time Hours / Monday - Friday
Pay: £275.00 - £500 per day (dependent on experience)
