We are currently recruiting for an experienced Business Manager - Supportive Collection to join a Local Authority’s Corporate Collection and Support service in Bury on an interim basis.
This is an excellent opportunity for a senior collections, revenues or income management professional to take a lead role in shaping and delivering a modern, customer-focused Supportive Collection Pathway, improving income collection performance while ensuring vulnerable residents receive the right support at the right time.
The Role
As Business Manager - Supportive Collection, you will provide senior operational leadership across key collection streams including:
*Housing Rents
*Council Tax
*Business Rates
*Accounts Receivable
*Housing Benefit Overpayments

You will be responsible for developing and maintaining efficient, effective and equitable collection and recovery pathways, ensuring compliance with statutory legislation, council policies and key performance objectives.
Working closely with the Service Manager, Business Managers, internal teams and external partners, you will lead service improvements, strengthen collection processes and support the delivery of a fair and supportive approach to debt recovery.
Key responsibilities will include:
*Leading the continued development and embedding of the Council’s Supportive Collection Pathway.
*Driving performance improvements through effective management information, reporting and data-led decision making.
*Developing proactive welfare support and financial inclusion pathways for vulnerable residents.
*Improving systems, processes and digital solutions to increase efficiency and customer accessibility.
*Managing collection and recovery activity, ensuring all enforcement processes, court activity and casework are legally robust.
*Providing leadership, support and development to teams, ensuring strong performance management and service delivery.
*Building effective relationships with internal departments, external partners and key stakeholders.
*Supporting improvements in customer communications, access channels and first-point resolution.

The successful candidate will provide senior operational oversight across collection services, with responsibility for either Council Tax / Business Rates debt or Adult Social Care / Accounts Receivable debt, depending on experience and expertise.
About You
To be successful in this role, you will have:
*Significant senior management experience within Revenues, Council Tax, Business Rates, Accounts Receivable, Sundry Debt or Adult Social Care Debt.
*A strong track record of successfully leading performance improvements within a collection environment.
*Experience managing collection, recovery and enforcement activity within a local authority or similar organisation.
*Strong leadership and people management skills, with the ability to motivate, develop and manage teams effectively.
*Experience producing and interpreting management information to drive service improvements and operational performance.
*A strong understanding of relevant legislation, recovery processes and customer-focused collection approaches.
*Excellent stakeholder management and communication skills, with the ability to influence across services and partner organisations.
