Job Description:
Full job descriptionA public sector organisation is seeking an experienced Commercial Manager to join its Procurement & Commercial team, supporting major rolling stock, infrastructure, maintenance and renewal programmes across one of the UK’s most complex transport networks.
This is an exciting opportunity to lead high-value, complex procurement activities that directly contribute to the delivery and operation of London’s transport services. Working within a collaborative commercial team, you will take ownership of end-to-end sourcing projects, influencing key stakeholders and delivering commercial value through strategic procurement and contract negotiation.
This is an initial contract until late December with potential to be extended, the daily rate is up to £529.95 per day inside IR35 via an Umbrella company. The role is based at Southwark with a 50% hybrid working arrangement.
The Opportunity
As a Commercial Manager, you will act as the key commercial interface between TfL and business stakeholders, leading procurement activity from initial requirement through to contract award and execution.
This role is focused primarily on pre-contract procurement and sourcing activity, making it ideal for experienced procurement professionals who thrive on running procurement exercises, developing sourcing strategies and negotiating commercially beneficial agreements.
Key Responsibilities
*Lead end-to-end sourcing and procurement activities across a range of complex categories.
*Develop and implement procurement and sourcing strategies that deliver value for money.
*Manage competitive tender exercises and single-source procurement activities.
*Lead supplier negotiations covering pricing, commercial terms and contractual arrangements.
*Draft, review and support the development of contracts and framework agreements.
*Deliver robust commercial recommendations through benchmarking, market analysis and cost modelling.
*Manage procurement governance, approvals and compliance requirements.
*Support supplier relationship management and act as a commercial escalation point when required.
*Ensure procurement activities align with responsible procurement, sustainability and social value objectives.
What We’re Looking For
Essential Experience
*Proven experience managing complex procurement and sourcing projects from initiation through to contract award.
*Strong knowledge of procurement governance, tendering processes and commercial best practice.
*Demonstrable success negotiating supplier contracts, commercial terms and pricing arrangements.
*Experience preparing, reviewing and agreeing contract terms, conditions and commercial schedules.
*Strong stakeholder management skills with the ability to influence senior stakeholders.
*Experience managing multiple priorities in a fast-paced commercial environment.
*Experience operating within high-value, high-risk procurement environments involving complex works, services or supplies.
